60 Years of Rail Excellence

With roots tracing to the 1940s, the family brought Carpathian Rusyn values of hard work and integrity from Pittsburgh to the rail industry. Basil Sr. founded a contracting business in Ohio. His sons grew it into Polivka International — now serving all seven Class I Railroads.

"Hard work was instilled into the bones of the Polivka family. That same ethic drives every inspection we complete today."

FRA Compliance Advisory

Your Private Track Is a Federal Compliance Asset

The moment a Class I carrier operates over your private siding or industrial lead, that track becomes subject to FRA Part 213 Track Safety Standards. Uninspected track is undocumented liability — and Class I railroads conduct compliance audits of every facility they serve.

FRA Part 213 standards apply regardless of who owns the track
Class I carriers can restrict or suspend car delivery without notice
Documented inspections are your first — and best — line of defense

Frequently Asked Questions

What areas of the country does Doerr Street Rail Co serve?
We are based in Weddington, North Carolina and primarily serve the Southeastern United States — North Carolina, South Carolina, Georgia, Florida, Tennessee, Alabama, Mississippi, and Virginia. We will travel for the right project outside that footprint. Contact us to discuss your location.
What is an FRA Part 213 inspection and do I need one?
FRA Part 213 is the Federal Railroad Administration's Track Safety Standards regulation. It governs the condition of railroad track that a carrier operates over — including private industrial track that receives Class I car movements. If your facility has a siding, plant spur, or loop track that a railroad uses to deliver or pick up cars, those tracks are likely subject to Part 213 standards. An independent inspection documents your compliance status.
How quickly can you mobilize for a track inspection?
For most locations in the Southeast, we can schedule a standard inspection within one to three business days. For urgent situations — a Class I service restriction, a derailment, or a pending audit — same-day or next-day mobilization is often possible. Call us directly at (704) 321-0802 for urgent requests.
What do I receive with a written inspection report?
Every inspection produces a written report delivered within 48 hours. The report documents every observed deficiency with its FRA Part 213 classification, precise location, severity, and remediation priority. Photographic documentation accompanies the written findings. The report is organized to be actionable — your maintenance team and your Class I carrier can both work directly from it.
Do you handle track maintenance as well as inspection?
Yes. Doerr Street Rail Co is both a certified track inspection firm and a major railroad tie contractor with direct access to ties and Other Track Material at below-market costs. We handle the full range of industrial track maintenance — tie replacement, rail work, ballast, switch maintenance, and FRA defect remediation. Many clients use us for both inspection and the maintenance work that follows.
